INTRO

VIPER is Settler’s proprietary risk assessment framework for residential communities. The acronym stands for Violence, Illness, Property, Environmental, and Repose factors, which are key categories for making a neighborhood or development a safe and enjoyable place to live.

Nobody wants to go overboard on security. In addition to being expensive, many security measures reduce the freedom and privacy of the neighborhoods they protect, so the VIPER framework compares risks to mitigations to make sure they are appropriately matched.

VIPER LITE

A full-scale assessment includes more than 200 data points, an on-site review by an experienced security or law enforcement professional, and formal recommendations for next steps.

This simplified “lite” version can easily be used by individuals interested in assessing their own neighborhoods (or, for HOA managers, those of their clients). It includes rough examples of risk indicators and mitigations appropriate for broad risk levels. These are approximate – actual conditions, how people feel about them, and security regulations are often much more complicated, so use this as a starting point.

Score each VIPER risk area, then score the mitigations your community has in place. Where you have a mismatch, especially a large one, consider what actions might be taken.
